行政学概論
授業の目的及びねらい
行政の概念から始めて、現代行政学が成立するに至った現代国家の特質、政治と行政との関係、行政サービスの範囲、政府間関係論、行政官僚制、行政管理、行政計画、行政能率、行政裁量といった行政学の基礎概念を体系的に説明する。その際、日本における規制行政やサービス行政、施設管理運営行政など実際の行政活動についても各論的・実証的に取り上げ、いくつかの事例を紹介する中で行政学の基礎的理解を深める。授業の計画

余暇とは「仕事をはなれて、自分の勝手に使える時間。ひま」(岩波国語辞典)と定義さ
れているが、「ひま」が行政とどのように結びつくのか疑問に思われるかもしれない。しかし、実際にはこの「ひま」こそが現代の人々の生活を特徴づけるキーワードとなっている。さらにこれが、レジャー産業やスポーツ・文化産業といった余暇産業に関わる私的アクター(民間企業)によって形成される市場(マーケット)を支える主要素となっている。
極論すれば、現代の先進諸国では人々は「パン」の氾濫よりも「バラ」の充実を求める傾向にあるし、それ以外の国々においては「パン」の不足に対する人々の不満が「バラ」によって癒されるか、あるいは隠微されている。講義では余暇をめぐる政府政策、市場メカニズム、消費者選好と、それら相互の作用・依存関係について論じていきたい。授業の計画

本演習では、各自の興味・関心にもとづき、実際の行政活動を対象とした実証的な調査活動を行う。例えば、各省庁や自治体が抱えている政策課題について、政府刊行物や面接取材によって一次資料や最新の情報の収集に努め、変動する社会状況への行政対応の在り方ついて考察する。また市民意識調査の実施や市民活動への参加を通して、「現場」における市民と行政の在り方を探る。授業の計画

演習 地方政府
２単位 市民活動授業の目的及びねらい
本演習は、行政学に何らかの関心を持つ学生を対象としたものであり、原則として行政学概論演（２年前期）と行政学演習Ａ（３年前期）を履修済みであることが望ましい。国内、国外にかかわらず、政府活動が関わるあらゆる分野に及ぶ政策領域のうち、各自が関心のあるミクロな一領域を選び、当該領域についての研究を行政学の視点から深めてもらう。各自が選んだテーマについて発表を積み重ね、ゼミ員相互でこれを共有し、徹底的に議論し合う中でゼミ全体を活性化させていきたい。他大学行政学ゼミとの共通テーマをめぐるジョイント合宿(11月下旬か12月初旬に２泊３
日程度)に向けた勉強がこの演習における中心的な活動になる。また、卒論提出を間近に控え
た４年生との付き合い、さらには、就職や進路、ゼミ以外の学生生活、卒業生からのアドバイス、他のゼミとの交流等、同期・学年間の「縦横の連携」を構築していきたい。授業の計画
